Isn't Prop 8 a great form of population control?

If we let people of the same marry, they can't have kids, they will have to adopt, unless they have enough money to go through the insemination process, and if they are men they will also have to afford the surrogate fees. Years on down the line when kids think its normal to marry their same ...won't it be a great method of population control?
